PACIFICA FOUNDATION

STATUS: CONSULTANT CONTRACT, FULL TIME

EMPLOYER: The Pacifica Foundation is a non-profit corporation organized and operated exclusively for education purposes. No part of its net earnings inures to the benefit of any member of the Foundation. Corporation services are provided in Berkeley and North Hollywood, CA, Washington, D.C., Houston, TX and New York, NY.

DEFINITION: The National Election Supervisor (NES) of the Pacifica Foundation oversees and certifies the fairness of the delegate elections in each station area and confirms that these elections comply with Pacifica’s Bylaws. The supervisor oversees the nominations process and the preparation and counting of the ballots, and prepares a written report on the results of each election for distribution to the members and posting on the Foundation and radio station websites.

RESPONSIBILITIES AND DUTIES

  1. Develops guidelines for local station elections, prepare an overview of the databases for use in the elections, and oversees the maintenance and upgrade of the elections software as needed.
  2. Appoints, supervises, and reviews the work of Local Election Supervisors for each station.
  3. Assures the gathering, auditing and certification of membership lists and prepares a manual for dealing with the paid and unpaid staff names.
  4. Develops a manual on preparation of the mailing lists for those managing MEMSYS, including directions for excluding duplicates, ensuring that couples or groups contributing more than $50 receive more than one ballot, excluding names with ballots returned as undeliverable, and suggesting security measures for the database.
  5. Updates the software that Pacifica has purchased, working with the previous election supervisor.
  6. Coordinates and oversees the nomination process for local station board candidates.
  7. Assures the necessary outreach for candidates and distribution of information about the election, and prepares a manual for the uniform display of web pages for the different stages of the election, working with local election supervisors and local election committees.
  8. Oversees Fair Campaign Practices, collects Unfair Campaign rulings made in the last 3 elections and, with the cooperation of station management and the executive director of the Pacifica Foundation, develops protocols for the handling of complaints about fair campaign violations.
  9. Oversees the preparation, mailing, and counting of ballots using STV voting.
  10. Reports to the Executive Director on activities and any problems, including the preparation of progress reports as requested.
  11. Certifies election results at each station, writes a final report, and obtains and approves reports from local election supervisors.

 

COMPENSATION: This is a contractual position, compensated at the rate of $25 per hour, up to a maximum of $3,000 in any single calendar month, paid bi-weekly. Toll calls and out-of-pocket expenses will be reimbursed in compliance with budget limits. Pacifica will cover travel costs including approved airline fares, taxi and car rentals, hotels, and meals. Upon selection by the Executive Director, a contract for the election services described above will be negotiated and signed.

TERM: The 2007 election cycle, beginning by April 2007 with all work, including final NES report and reports by local election supervisors, completed by January 31, 2008.

 

QUALIFICATIONS

Detailed understanding of all aspects of the electoral process, from nominations and membership list audits to interpreting fair campaign practices and overseeing STV vote counting.

Commitment to the mission of Pacifica.

Experience in hiring and managing a diverse staff.

Ability to think clearly and manage multiple changing priorities, and remain pleasant and positive. Requires critical thinking and ability to support people with difficult challenges. Requires good judgment.
